- POSITION OVERVIEW
The Tender & Commercial Operations Specialist serves as the strategic backbone of our sales and business development function. This pivotal role combines tender intelligence, commercial coordination, and operational excellence to drive business growth across Kuwait’s key sectors. You will be responsible for end-to-end tender management, commercial support, and ensuring seamless execution of sales activities while maintaining compliance with Kuwaiti regulations and industry best practices.
- KEY RESPONSIBILITIES
Tender Intelligence & Opportunity Management
- Proactively monitor, analyze, and track tender announcements from MEW, KOC, KNPC, KIPIC, EQUATE, Joint Operations (Wafra), and other relevant Kuwaiti authorities through official portals and industry networks
- Conduct comprehensive tender analysis including scope evaluation, risk assessment, compliance requirements, and competitive landscape analysis
- Develop and maintain a centralized tender database with real-time updates on deadlines, status, and key requirements
- Prepare detailed tender evaluation reports with strategic recommendations for senior management decision-making
- Coordinate cross-functional tender response teams and manage the entire tender lifecycle from opportunity identification to post-submission follow-up
Commercial Coordination & Documentation
- Lead the preparation of technically and commercially compliant tender submissions in accordance with Kuwait Public Tenders Law and client-specific requirements
- Coordinate with technical teams, legal counsel, and finance department to ensure comprehensive and competitive proposals
- Manage all aspects of prequalification processes including document preparation, compliance verification, and client relationship management
- Prepare and issue professional quotations, purchase orders, delivery notes, and commercial documentation with accuracy and timeliness
- Maintain meticulous records of all commercial activities ensuring full audit compliance and knowledge retention
Client & Stakeholder Management
- Serve as primary point of contact for tender clarifications, addendums, and status inquiries with clients and regulatory authorities
- Coordinate and facilitate client meetings, site visits, material inspections, and technical presentations
- Build and maintain strong relationships with OEMs, suppliers, logistics partners, and freight forwarders to ensure seamless project execution
- Represent the company professionally at industry events, tender openings, and client engagements
Operational Excellence & Reporting
- Implement and maintain efficient workflows for tender management, document control, and commercial processes
- Generate comprehensive reports on tender win rates, market trends, competitor analysis, and sales pipeline performance
- Track and monitor project delivery milestones, ensuring timely completion of inspection, handover, and acceptance documentation
- Identify process improvement opportunities and implement best practices to enhance team efficiency and effectiveness
- Provide administrative support to the sales team including CRM data management, meeting coordination, and presentation preparation
- POSITION REQUIREMENTS

- Education & Experience
- Bachelor’s degree in Business Administration, Engineering, Commerce, or a related field (Master’s degree preferred)
- Minimum 3-5 years of progressive experience in tender management, sales coordination, or commercial operations within the Oil & Gas, Water & Power, or industrial sectors
- Proven track record of successful tender submissions and contract awards in Kuwait’s public and semi-government sectors
- In-depth knowledge of Kuwait Public Tenders Law, MEW procurement procedures, and K-Company commercial regulations
- Technical Competencies
- Advanced proficiency in MS Office Suite (Excel, PowerPoint, Word, Outlook) with strong data analysis capabilities
- Experience with CRM systems (Salesforce, HubSpot, or similar) and document management systems
- Expertise in tender portal navigation including Kuwait Government e-Procurement Portal and company-specific platforms
- Strong understanding of commercial terms, Incoterms, and contract fundamentals
- Proficiency in preparing financial models, cost analyses, and commercial documentation

- Exceptional communication skills in both Arabic and English (written and spoken) with ability to draft professional correspondence and presentations
- Outstanding organizational abilities with meticulous attention to detail and ability to manage multiple priorities under tight deadlines

- MANDATORY REQUIREMENTS
- Transferable residency status under Article 18 of Kuwait Labor Law
- Valid Kuwait driving license with personal vehicle for business use
- Fluency in Arabic and English (both written and spoken)
- Ability to travel within Kuwait and occasionally to project sites

- HOURS OF WORK
Standard working week is 40 hours, 8am to 5pm, Sunday through Thursday; except for the holy month of Ramadhan for which management shall announce working hours. Work requires willingness to work a flexible schedule and may require occasional weekend and/or evening work.
